Comments:

1) Spartak Ivano-Frankivsk was renamed from LUKOR Kalush who were champions of Druha Liha Hrupa A (Second Division Group A) and promoted to Persha Liha. Since LUKOR Kalush was primarily a reserve team for Prykarpattyja Ivano-Frankivsk (17th Persha Liha 2002/03) who were relegated the team assumed the position back in the Persha Liha. Subsequently, the relegated team assumed the position back in the Druha Liha A and was renamed Prykarpattya Kalush.

2) Nyva Vinnytsja finished 16th last season and was relegated but was reinstated by the Ukrainian Football Federation back into the Persha Liha because FC Oleksandrija (Premier League -2002/03) became defunct and Metallurh Zaporizhzhja (15th Premier League -2002/03) did not get relegated.

3) Spartak Sumy was renamed to Spartak-Horobyna Sumy during the mid season winter break. [3/9/2004]

4) FC Krasyliv was renamed to Krasyliv-Obolon and became the second team of Obolon Kyiv (Premier League) [7/15/2003]

5) Systema-Boreks Borodjanka was renamed to Boreks-Borysfen (Borodjanka) and became a farm club of Borysfen Boryspil (Premier League) during the mid season winter break. [2/10/2004]
